I checked the parking brake switch with a ohm meter and it seems to be working. I took the starter off and went to the John Deere dealership and they tested it and said it was good.

The power for the PTO switch is feed through the ignition switch so check connections at the ignition and pto switch. There are safety switches involved, mainly for reverse. This is usually a plunger switch and may be stuck.
